Nieudolny

In Polish, it means inept.  I have a little widget I found to put on this blog that provides me with a daily Polish word to help me learn more of the language.  And although I love it, it seemed almost prophetic since it kinda captured my feelings about the federal government, especially today.   Now, I am a pretty realistic kind of girl- generally patient and able to see the silver linings amongst the clouds.  Today, I was thrilled when good ole Fed Ex delivered all 33 documents we had sent in to the state of SC all apostilled and pretty.  They all had the nice letter, were attached, signed, all except.... the one for the FBI background check.  Hello cloud. 

This would be the same FBI background check we initially did back in the beginning of fall and received in October as "No Records Found".  Now, at the time, I followed the information to a "t" on both the FBI site and through the info the agency provided.  When I sent the request with the fingerprint cards, I actually called the FBI and spoke to a less than pleasant "professional" that told me exactly what they needed to go directly from that office to authentication.  "No, no charge if they go directly from our office", "Yes, this is exactly what you need to put.  Didn't you look at our website?".  Sigh.  So anyway, I sent in our cover letter with the EXACT wording they had provided me- and yes, which was on their website.  Of course, we got the letters back stamped, but not apostilled .  So I called again and got another "happy" official,  and they told me they didn't do that because our state could.  Ok....  So that matched up with the letter and info our agency had sent regarding getting it apostilled through our state so everything was cool right?  Wrong.  Apparently, most states (but the only one that matters for us is SC) will NOT apostille that document even with the notarized letter recommended from our agency.  Ah, learning curve.  I missed you.  lol  I knew things were going too smoothly.  

So today, we called the SC Sec of State to double check and they told us that they had specific instructions from the FBI- you remember them, the ones who told me exactly what to do?- to NOT apostille any form meant for overseas and that it had to go through the US Dept of State and it should be on the request letter and....blah, blah blah blah, BLAH!   Totally frustrating.  I could have obviously sent that form in a WHILE ago, had it apostilled by the US Dept of State, and back already in my hot little hands, but instead we have to send in even MORE money and wait.  Nieudolny.  I almost feel like buying a $79 ticket to DC just to walk-in with the darn thing!  lol 

Ok, so various silver linings-
1)  The lady from the SC Sec. of State was super awesome (I mean, alot of people are nice in the South, but she was fantastic) and told us exactly what needed to be done; 
2)  We are going to call the wonderful lady we worked with before (you might remember the high praise I paid Naomi from an earlier post) and see if she'll expedite/help us out;  
3)  We still have time for all this because we need to get the final 171H and get our home study sent and back from NC;  
4)  And best of all, we did received the lion's share of the dossier today, all sealed and signed and ready to go once the loose ends are tied up.  Oh, and did I mention they turned it around in one day??  Wow, bravo South Carolina!  

So, I'll try to keep looking on the bright side and carry on, even in the midst of "nieudolny".

  1. Laura, I am so happy that you have most of your dossier apostilled. I am so sorry you are having problems with the FBI clearance though. I sent you a response to your email. I hope it will help.

  2. Laura, so sorry about the road bump. It's amazing how one snag can affect everything else. Hopefully the process will be expedited and you won't have to wait long. You are so close!:)

  3. And where exactly would you walk-in when you get to DC? We're all teleworking due to the ice/snow storm. LOL

    Sorry for what you're going through. I do love that you found the right Polish word to describe this situation.

    What's adoption without the "Labor" pains, huh?

  5. Thanks everybody! I appreciate the virtual pats on the back and encouragement.

    Well, today the cloud lifted and at least we know now what to do. And let me first say, again St Mary's was awesome! We contacted Lina and she talked to SC for us and we figured it all out. Apparently, the FBI in their infinite wisdom- seriously, do you think I'm still annoyed? lol- sent us back our background check stamped AND signed. Now, this would have been awesome in order to have it immediately apostilled through the US Authentications Office; however, two things happened: 1) we didn't request that they sign it that way; and 2) the FBI didn't send it to that office, which they apparently do automatically if the signature and seal are done. So, if whoever messed up with over-signing it would have just sent it on, the problem would have been solved- and no cost. Grrr... As it is, their mistake was the cause of our problems because it is now considered an official US document ("signed by human hand") and so has to go to the US Dept of State for apostille.

    So, no biggie, just a few more bucks but a little more time and hassle. Silver lining, right? And we still have plenty of time to send it off and get it back while waiting for the other last couple of things.

    Oh, and as for my original plan of walking-in? Yea, that was before that gi-normous snowstorm hit. Now, I'm thinking mailing sounds much better...and warmer.

  8. @Heidi- I know! She rocks, right? We have not had any problems with the agency so far and in fact, they have been uber-helpful.

    I also think, in regards to the apostille, we may use a courier service in DC to get this signed and back to us promptly, rather than go through USDOS. I have a good college friend that works out of DC and he's getting us info on who they use, etc. I would have him do it, but he is out of town on business. It might be a bit more money, but I want it done and in a timely way. I'm just not patient enough at this point to wait a minimum of 15 business days (maybe) for US Authentications when I can get it done through walk up. The good courier services have loads of experience doing this stuff (with more important government documents) so I seriously doubt my little background check will be hard.

    @momtobe- My pleasure! We were all newbies when starting out and I didn't have any idea how to do the whole blog thing. But I have found it hugely helpful to not only get questions answered, but also to get support and see what others have experienced in the country firsthand. Where are you located at? We are in SC. Also, please feel free to click on the widget and put it to your own blog (if you want). Its pretty easy- I mean, if I can figure it out....lol

  9. You have to love the run around they give you! I am sure you feel the same way that you are learning more that you really want to. The good thing is that you will be able to help out others in the future! It is crazy how things vary from state to state....... congrats on getting a little bit closer!
